Can you tell me more about your video? Resolution, current codec, length etc. Also, what is your target resolution? With the right settings, you should be able to use the free handbrake to encode and get it lower than 200mbps.

You can improve quality by upsampling video. The quality will only degrade. It is especially true since 720x480 is SD and 1280x720 is HD so they are not even the same shape (one more square, one more rectangle). Basically, stretching or resizing the video just means covering more area with the same number of pixels. There are tools that you can use to help reduce quality loss, but not make better when upsampling than the original.

I have a question please. I own the Tippard video convertor software. My question is : can I scale up a 720x480 to 1280x720 and that way to improve movie quality ? I noticed you said it's not possible. Could you please explain me why, in details, and could you suggest a method that would work (a work-around) if there is any ? Thank you.

Unfortunately, even the HD versions at YouTube are not very high quality no matter what settings you use. If you follow my advice you should get the best quality that is possible. The goal is to provide YouTube with a high quality version that will reencode well. If you really want to have high quality videos on the web, then you might consider using a different video service like Vimeo or get your own hosting and host your videos yourself.

I just uploaded a project that uses sub-bass frequencies (60-30 Hz kick drum) to YouTube using AAC at 24-bit, 48 kHz. The sub-bass stuff is terribly distorted into a fudzzy sound. Why is that?

What is the solution?

What settings are you using? I have a copy of Kelly Clarkson's Because of You in 1080i and it's bitrate is averaging around 16 Mbps. It's only 405 MB and looks fantastic.
